Dr. Edward Kozłowski is a Partner of REAS: one of the most appreciated Polish consulting firms, specializing in advisory services for all types of residential developers. Dr. Kozłowski has thirty five years of professional experience in the area of housing finance, residential markets, urban development, as well as the real estate sector and municipal management. His research and analyses have covered: the economic foundations of real estate markets, real estate sector financing systems, risks and market cycles, growth trends and demand forecast studies (demand for housing in particular), housing need issues, household income structures, tax and social policies, differentiation of the housing conditions of various socio-economic groups, sector and real estate market monitoring systems, economic issues of corporate financing, etc.

Dr. Kozłowski graduated from SGH (now the Warsaw School of Economics). In 1973-2005 he joined the Housing Management Institute (now The Institute of Urban Development). He has participated in international consultancy groups, such as UNCHS Habitat, ICMA, the Urban Institute Consortium. In 1990-2000 Dr. Kozłowski participated in activities targeted toward reforming the Polish real estate sector. He was a member of the working group appointed by the World Bank and the Polish government to implement a mortgage loan system in Poland. He coordinated activities under the USAID Housing Finance Program in Poland. Since 1997, as both consultant and President of the Kraków Real Estate Institute, Dr. Kozłowski has been involved in research into local real estate markets: monitoring, land management strategies, management of municipal assets etc. For the last five years, he has been involved with EU regulation of the real estate sector (e.g. real estate purchases by foreigners, activities of real estate market experts etc.).

In 1999-2005 Dr. Kozłowski was a member of the State Qualification Commission for professional rights and licenses for agents in real estate trading. (He is himself a licensed agent). One of the founders of the European Property Institute. He lectured at vocational courses for experts, agents and managers. Dr. Kozłowski lectured on corporate finance at the Jagiellonian University in Kraków in 2003-2005 and, since 2004, at the Maria Curie Skłodowska College in Warsaw. In 2003 he presented lectures at the International Centre for Land Policy Studies and Training (ICLPST) in Taiwan (the 92nd Regular Session on Urban Finance and Local Taxation). Dr. Kozłowski is an author or co-author of numerous publications and studies on housing and real estate markets in Poland and abroad.
